Preparation of estimates related to construction projects, preparation of procurement documents, management of the procurement process, contract administration and preparation of the annual price list are the main functions of the construction department.

In accordance with the architectural approved structural plans prepared by the design department, all the items required to make the plans a final product are identified and quantities are calculated for each item. Estimates are prepared by including all those items.

The procurement documents are prepared following the prescribed procurement guidelines as per the project estimate prices. The selection of suitable contractors is done by managing the procurement process.

After entering into an agreement with the contractor related to a construction project, the construction department performs the supervision of the contract administration related to the completion of the construction work as per the agreement, updating the progress and submitting the necessary progress reports.

A major function of the construction sector is the preparation of the annual price list, which is used to prepare all construction estimates in the North Central Province. The prices for basic construction materials are determined based on the Anuradhapura and Polonnaru District Price Committee reports. For all other construction materials required for the construction, the prices will be called from the trading and manufacturing establishments in the province as well as other manufacturing establishments in the island and the appropriate prices will be selected.

The above price preparation process is carried out by a committee consisting of Deputy Chief Secretary Engineers, Civil Engineers, Electrical Engineers, Building Services Engineers, Architects, Quantity Surveyors, Technical Officers and Designers.
