In the year 1996, the office of the Deputy Chief Secretary (Engineering) was established in the premises of the Department of Secondary Education. It was staffed by the Deputy Chief Secretary (Engineering), two civil engineers, one technical officer, one draftsman, one clerk and an office assistant along with a driver.
The office of the Deputy Chief Secretary (Engineering) was responsible for civil construction work under all provincial departments except the provincial health department and the education department.
In the year 1999, the Provincial Engineering Department was established by merging the Provincial Irrigation Department and the School Works Branch of the Provincial Education Department. The head office was established at Anuradhapura Maithripala Senanayake Mawatha. There were regional officials, six for Anuradhapura and two for Polonnaruwa, and the Provincial Engineering Department was responsible for all building construction works and irrigation rehabilitation works under the Provincial Council administration.
